The following are the duties of this position at the full working level.

  • Serves as a primary Hiring Operations point of contact and advisor to BOD customers on complex technical issues, formulation of hiring plans, and execution of recruitment and hiring strategies. Builds rapport with new or existing customers. Provides technical advice to various BOD customers at all leadership levels, regarding HR initiatives and processes to drive continuous improvement in the areas of recruitment and staffing.
  • Uses a wide range of applicable federal and IRS-specific, laws, policies, regulations, and standards to advise customers on hiring flexibilities and determine the best hiring path to meet identified needs.
  • Deploys advanced research and analytical techniques to resolve issues of a complex nature that could negatively impact a large population or wide-scale program. Understands full range of recruitment and staffing flexibilities to provide alternative solutions when the standard option does not meet the needs of the customer.
  • Uses expert staffing system and reports knowledge to facilitate conversations about hiring progress with leadership and customers to identify potential bottlenecks, and keep stakeholders informed.
  • Identifies areas for improvement and determines best practices across the full range of program responsibility. Improvement initiatives are far-reaching in nature and can impact recruitment and hiring practices across the Service.

RequirementsConditions of Employment

  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • A 1-year probationary period is required.

  • Undergo a review of prior performance/conduct and an income tax verification.   • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.   • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-14: To be minimally qualified for this position at the grade 14 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience for this position includes: Experience applying a wide range of concepts, principles, practices, laws, and regulations of various HR (human resources) specialties such as recruitment, staffing, position management/position classification, workforce restructuring, employment practices, and compliance. Experience providing advice and technical assistance to upper management and ensuring compliance to laws and HR regulations within the assigned area. Experience applying HR concepts, principles, practices, laws, policies, and regulations to advise senior level management and identifying and implementing solutions to HR problems and issues. Experience analyzing conflicting or ambiguous information and resolving complex, interrelated HR problems and challenges. Experience utilizing automated HR systems and databases to effectively and efficiently develop, interpret, and analyze data extracts and reports and develop the most efficient and effective automated systems approaches for presenting HR reports and graphics for management. Oral, written, and consultative skills sufficient to meet and deal tactfully and persuasively with upper management to develop/ persuade/ negotiate a wide range of difficult technical and policy issues and to solicit or provide information in a highly effective and clear manner. Experience in maintaining composure in pressure situations involving time, workload, and/or unrealistic demands.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
